A World Radiocommunication Conference, or WRC, is a meeting of International Telecommunication Union member states to review and, where necessary, revise the Radio Regulations. Those regulations are the international treaty framework governing radio-frequency spectrum use and satellite orbits.
Conferences generally take place every three to four years. Governments arrive with positions on bands used for mobile communications, broadcasting, satellites, aviation and other services. Negotiations try to support new uses without creating unacceptable interference for existing systems.
WRC-27 is scheduled for 18 October to 12 November 2027. Its agenda includes spectrum questions relevant to future mobile systems, but a band's inclusion for study is not a guarantee that countries will agree to identify it for mobile use. National licensing decisions still follow their own processes.
For 6G coverage, distinguish a band under study, a WRC decision, an international identification and an actual domestic license. Each is a separate step before a mobile operator can deploy equipment on that frequency.
