An auction or funding programme is oversubscribed when eligible demand exceeds the money or quantity available. A hydrogen subsidy auction with more qualifying requests for support than its budget can be described this way.
Oversubscription shows strong interest in the offered support, but it does not establish that all applicants are commercially viable. Some projects may have requested very different subsidy levels, be at different development stages or fail later checks. The precise measure also matters: applications submitted are not the same as qualified bids.
In competitive auctions, the organizer may rank bids and fund projects only until the budget is exhausted. Remaining applicants may receive no award even if their projects are eligible. A large application total therefore cannot be counted as secured funding or future production.
When citing an oversubscription figure, specify the auction, date, funding amount and whether the denominator includes all applications or only eligible bids. Keep interest, awards, financing commitments and completed projects separate.
